The message below was sent by the Charleston County Emergency Management Department (EMD) to Mayor Herrington & Town Staff.   

All information provided by local and state agencies, if conflicting with Town updates, should be considered the most up to date information.  
MESSAGE FROM CHARLESTON COUNTY EMERENCY MANAGEMENT DEPARTMENT
SCEMD's Assessment:
Ian has strengthened into a Category 1 hurricane and is forecast to continue to strengthen over the next couple of days. The most recent forecast track has shifted slightly eastward since the last update. South Carolina has the potential to begin receiving tropical storm force winds across the state on Thursday night.

Additional impacts, such as heavy rainfall, coastal flooding, and isolated tornado occurrences are also possible from Thursday night through Friday.
 
IAN BECOMES A HURRICANE AND ADDITIONAL RAPID STRENGTHENING IS EXPECTED TODAY...
At 5am EST, Hurricane Ian was located approximately 984 miles south of Beaufort, South Carolina with maximum sustained winds of 75 mph and a minimum central pressure of 983 mb.

Ian is moving toward the northwest near 14 mph. A turn toward the north is forecast on Tuesday with a slightly slower forward speed. On the forecast track, the center of Ian is expected to emerge over the southeastern Gulf of Mexico on Tuesday, pass west of the Florida Keys late Tuesday, and approach the west coast of Florida on Wednesday.

Rapid strengthening is expected during the next day or so, and Ian is forecast to become a major Hurricane tonight when it is near western Cuba.

• In the next 48 hours, you may begin to experience higher than normal tides due to the rain and storm surge.  This is the most immediate concern of the National Weather Service for our area at this time. 
• Sand and bags are available now at Meggett Park.  You will need to bring your own shovel.  
• The heaviest rainfall is expected to begin around early morning Friday lasting until midday Saturday.

National Hurricane Center 9-28-2022 11:30AM Update - (great timeline details)
Briefing Notes:

• Hurricane Ian made landfall this afternoon near North Captiva Island with 155MPH sustained winds.
• The National Weather Service expects increased confidence in the forecast once Ian pushes through Florida into the Atlantic Ocean. 
  • The next 24 hours should provide more information as meteorologists learn if Ian will strengthen once over the ocean.  
  • Those located in the Tropical Storm Warning and Hurricane Watch areas are encouraged to prepare now, rather than waiting to see.
• The National Weather Service recommends preparing for a stronger storm than predicted for your area.  For example, if you are under a Category 1 Watch and Tropical Storm Warning, prepare for the Category 1 Hurricane.

Timeline:

• Higher than normal tides starting tomorrow, Thursday, September 29th with little change through Saturday.
• Sand and bags are available now at Meggett Park.  You will need to bring your own shovel.  
• Tropical Storm Wind Gusts may begin as early as tomorrow, Thursday, September 29TH.  
• Tornadoes are not a high threat concern, however, conditions will be most favorable Thursday night going into Friday.  
• The heaviest rainfall is expected to begin around early morning Friday lasting until midday Saturday.

• Tropical Storm Warning:  An announcement that tropical storm conditions (sustained winds of 39 to 73 mph) are expected somewhere within the specified coastal area within 36 hours.
• Storm Surge Warning: A storm surge warning is defined as the danger of life-threatening inundation from rising water moving inland from the shoreline somewhere within the specified area, generally within 36 hours, in association with a tropical, subtropical, or post-tropical cyclone. The warning may be issued earlier when other conditions, such as the onset of tropical storm-force winds, are expected to limit the time available to take protective actions for surge (e.g., evacuations). The warning may also be issued for locations not expected to receive life-threatening inundation, but which could potentially be isolated by inundation in adjacent areas.
• Hurricane Watch:  An announcement that hurricane conditions (sustained winds of 74 mph or higher) are possible within the specified coastal area. Hurricane Ian 
The National Weather Service (NWS) opened their conference call this afternoon encouraging everyone to prepare now for flooding rain, storm surges and wind threats.  Admittedly, Hurricane Ian continues to shift toward the east with each report, creating a favorable forecast for our area.  However, the NWS is not certain Ian will continue this eastward trend.  Almost all forecasts continue to show a South Carolina coastal impact at this time.
 
Conference Call High Points:

• NEW Hurricane Warning issued for our area today
• Wind Threat: Potential for winds 74-110 mph (timing Friday into Friday evening)
• Storm Surge Threat: Potential for storm surge flooding greater than 6 feet above ground 
• Flooding Rain Threat: Potential for major flooding rain (4-8" up to 12" possible)
• Tornado Threat: Potential for a few tornadoes 
• OPCON 1 - Full Alert: Charleston County moved to the highest alert, OPCON 1 today at 2PM.
